Abstract

Migrant workers are essential for the functioning of the internal market of the EU. Croatia too has over the recent years become dependent on migrant workers (third-country nationals) due to the shortage of workers. The current geo-political crises (following COVID) and practices involving undeclared work, abusive subcontracting, intermediaries and letterbox companies, rendered these workers one of the most vulnerable and least protected groups. Observed against this backdrop, this paper analyses the working conditions of third-country nationals in Croatia, including abusive recruitment practices, R&W permits and appropriate accommodation. By virtue of a comparative approach, the authors propose viable legal solutions for the national legislation.
